                                                                                                                        • AASHTO's reauthorization process received input from the Association's 30 Councils and Committee leading to a 70-page white paper compilation with specific recommendations on the most pressing policy issues facing state DOTs.
                                                                                                                        • Led and concluded AASHTO's surface transportation reauthorization process resulting in a vision statement, core policy principles, and specific policy recommendations for safety, funding/finance/innovation, project delivery, Federal-aid Highway Program, public transportation, and rail transportation.

                                                                                                                        3 Coordinate a legislative and regulatory outreach strategy and facilitate engagement between Association members as well as external stakeholders in federal, state, and local governments, the public sector, and private sector.
                                                                                                                        • Throughout 2025, AASHTO has engaged in extensive discussions with both the House and Senate committees of jurisdiction and stakeholder organizations on surface transportation reauthorization with the goal of getting the new bill enacted into law by October 2026.
                                                                                                                        • The House Transportation and Infrastructure Committee has heard testimony from AASHTO President Garrett Eucalitto, Executive Director Jim Tymon, and Utah DOT Executive Director Carlos Braceras. The Senate Environment and Public Works Committee received testimonies from AASHTO Vice President Russell McMurry, Maryland Acting Secretary Samanta Biddle, and North Dakota DOT Deputy Director Chad Orn.
                                                                                                                        • AASHTO served as a primary partner, along with the American Road and Transportation Builders Association (ARTBA) and Associated General Contractors of America (AGC), on a 63-organization letter to Congress on surface transportation reauthorization focused on funding, flexibility, safety, and project delivery.
                                                                                                                        • AASHTO closely supported USDOT’s July kickoff of their surface transportation reauthorization process, featuring President Garrett Eucalitto’s meeting with Secretary Duffy. State DOT leaders also participated in a roundtable with Deputy Secretary Steve Bradbury and FHWA Administrator Sean McMaster to discuss topics such as safety, bridge investment, truck parking, permitting reform, railroad coordination, administration of discretionary grants, and emergency response.

                                                                                                                        • Based on TPF's 15-month reauthorization process, AASHTO’s Board of Directors in Spring 2025 unanimously adopted the state DOTs’ vision, core policy principles, and specific policy recommendations for the next surface transportation legislation to succeed the Infrastructure Investment and Jobs Act.
                                                                                                                        • State DOT CEOs’ vision for reauthorization calls for “a world-class transportation system that supports and strengthens the nation’s transportation infrastructure for a strong economy with improved safety and mobility,” enabled though federal funding stability, current funding levels being maintained and adjusted for inflation, and applying user pay principles to all vehicles. • The adopted core policy principles include prioritizing formula-based federal funding to states, improving project delivery and program administration by increasing flexibility, simplifying environmental regulations, and reducing program burdens, and creating a more safe, resilient, and efficient future by supporting state DOTs’ ability to harness innovation and technology.
                                                                                                                        • AASHTO led the development of Joint Policy Statement “Refocusing the Federal Program Around Formula Funding and Strategically Deploying Discretionary Grants.” This statement seeks to develop resources to show Congress the ability of the formula program to turn federal dollars into projects quickly and generate the most value for the taxpayer. Additionally, it identified opportunities to strengthen messaging coordination between state DOTs and industry to show tangible community and regional benefits from individual projects funded with formula dollars and enable members of Congress to claim specific credit similar to earmarks and discretionary grant awards.
